I have a 16 pound dog and wondered if this pack would be big enough or too big and bulky and look stupid. It is great! My dog likes riding around in it and it is roomy enough for her to be comfortable (she can' really lie down in it, but doesn't need to). It adjusts well. The shoulder straps could use some padding and maybe a little padding or something on the back but I would buy it all over again if I had too.. Worth the money.

Is the carrier approved for airline travel? Does it fit under the seat?
- This would definitely not fit under the seat of the plane and may be cramped for a 21 pounder. This is the size of a stiff hiking backpack.
